How to Register for Virginia’s Medical Cannabis Program

The registration for practitioners, patients and caregivers is now open.

 

Patients, parents, legal guardians, and practitioners may now apply to obtain registration from the Board of Pharmacy.  A patient, parent, or legal guardian must have a written certification issued to them by a registered practitioner prior to applying for registration with the Board of Pharmacy and possessing medical cannabis products.

In addition to being issued a valid written certification from a Board of Pharmacy-registered practitioner, the patient and, if such patient is a minor or an incapacitated adult as defined in 18.2-369, such patient's parent or guardian, must obtain registration from the Board of Pharmacy. The written certification alone no longer satisfies the conditions for asserting an affirmative defense.

Patients

If you have been issued a written certification within the last 12 months, submit the online application for obtaining board registration. To assert the affirmative defense, an unexpired valid written certification issued from a board-registered physician and a current active patient registration issued by the Board of Pharmacy is necessary. The online registration application is accessible on the DHP Initial Applications site and may be renewed annually. 

Caregivers

Parents and legal guardians of patients who are minors or incapacitated adults, if you have been recently issued a written certification to possess CBD or THC-A oil pursuant to §18.2-250.1 for a minor or incapacitated adult or within the last 12 months, submit the online applications for both a patient and the parent/guardian in the following order:

1. The parent/guardian residing at the same address as the patient should first submit the patient registration application. 

2. The parent/guardian residing at the same address as the patient should submit the parent/guardian application. 

3. Any other parent/guardian who has also been issued a written certification and in need of obtaining board registration should submit the parent/guardian application to the board. 

Each parent/guardian must obtain his or her own board registration.  The online registration application is accessible on the DHP Initial Applications site and may be renewed annually.

How to Register

To register with the Board of Pharmacy you will need to apply as a Registered Patient For CBD/THC- A Oil or Registered Parent/Guardian of CBD/THC-A Oil using the online application system. Note: You must first obtain a valid written certification from a Board of Pharmacy-registered practitioner prior to applying for registration as a patient, parent/guardian to possess CBD/THC-A oil.

Step 1: In order to apply for a patient or caregiver registration, you must create a username and password and associate it to your records. This form allows you to search for your existing personal/professional records. Go to https://www.license.dhp.virginia.gov/apply/PersonSearchResults.aspx to begin.

  • Enter your Last Name and Social Security Number (SSN) in the required fields. If you do not have a Social Security Number, please contact your licensing Board.
  • Press the Search button to search for your records based on the information you provided.

 

 

Step 2: Create a login by completing the required fields and clicking the Register button.

 

Step 3: Go to https://www.license.dhp.virginia.gov/apply and login.

 

Step 4: Once you’ve logged in you should see the Welcome screen. Select Initial Application from the left menu.

On the Application for Licensure screen:

  • Select Pharmaceutical Processing from the Profession dropdown.
  • Select Registered Patient For CBD/THC-A Oil or Registered Parent/Guardian of CBD/THC-A Oil from the License Type dropdown. Note: The Registered Patient For CBD/THC-A Oil application must be completed by the primary parent/guardian of the minor or incapacitated adult who resides with the patient.
  • Select Initial Application from the Obtained By dropdown
  • Click the Start Application button.

Step 5: Complete the registration process and pay the $50 fee.

Step 6: Scan and email, fax, or mail the following documentation to the board at the address below for the application to be considered complete:

  • A copy of the certification issued by a registered practitioner;
  • Proof of residency of the qualifying patient and proof of residency of a parent or legal guardian, if applicable, such as a government-issued identification card or tax receipt;
  • Proof of identity of the qualifying patient and, if the patient is a minor, proof of identity of the parent or legal guardian in the form of a government-issued identification card;
  • Proof of the qualifying patient’s age in the form of a birth certification or other government-issued identification.

 

Please allow 7-10 days for processing the registration application. Once issued, the registration card will be mailed to the address of record listed on the application.

Practitioners

Practitioners, if you intend to issue a written certification for a patient to possess CBD or THC-A oil pursuant to §18.2-250.1 or have issued such certification within the last 12 months, submit the online application for obtaining registration from the Board of Pharmacy. Now that the registration process has been implemented, issuing a written certification without maintaining Board of Pharmacy registration may compromise a patient’s affirmative defense to possess CBD oil and THC-A oil and is a violation of Board of Pharmacy regulation. The online registration application is accessible on the DHP Initial Applications site and may be renewed annually. Once the registration has been issued, a link to the written certification form will be sent via email. Please allow 7-10 days for processing the application and sending you the link to the written certification form.

How to Register

Begin the application process by completing the online portion of the application; submitting the application fee using a credit or debit card (Visa or MasterCard). Complete the online application by submitting required documentation to the board office. Incomplete applications will not be processed and application fees are non-refundable.

To register with the Board of Pharmacy you will need to apply as a “Registered Practitioner for CBD/THC-A Oil” using the online application system.

1. Go to https://www.license.dhp.virginia.gov/apply and login. You may use the same credentials you use to maintain you MD, DO, NP, or PA license. You may need to register as a new person if you’ve never created an account with the Board of Medicine. Note: Only physicians that have a current active medical license from the Virginia Board of Medicine may apply for registration with the Board of Pharmacy.

2. Once you’ve logged in you should see the Welcome screen. Select Initial Application from the left menu.

3. On the Application for Licensure screen:

  • Select Pharmacy from the Profession dropdown.
  • Select Registered Practitioner For CBD/THC-A Oil from the License Type dropdown
  • Select Initial Application from the Obtained By dropdown
  • Click the Start Application button.

 

 

4. Complete the registration process and pay the $50 fee. Please allow 7-10 days for processing the registration application and receiving the email with the link to the written certification.
